SYMHC Classics: Vanport Flood

This segment explores the exclusionary laws written into Oregon's original state constitution, which aimed to prevent Black people from residing in the state. Despite being invalidated by the 14th and 15th Amendments after the Civil War, these racist policies shaped the state's demographics and paved the way for a strong Ku Klux Klan presence in Portland.

During World War II, the shipbuilding industry in the Portland area expanded rapidly, primarily driven by the Kaiser Shipbuilding Corporation. To house the massive influx of workers, many of whom were Black and faced local housing discrimination, the Kaiser Company partnered with the US Maritime Commission to build the temporary town of Vanport in a Columbia River floodplain.

Vanport was rapidly constructed in 1942 by the Kaiser Corporation to house wartime shipyard workers, quickly becoming Oregon's second-largest city. The influx of African American workers led to segregation and racial tensions in nearby Portland, prompting local institutions to use art exhibitions to ease community anxieties. As the war ended, white residents moved away, leaving Black residents with limited housing options due to systemic segregation.

Following World War II, the city of Vanport faced negative public perception and poor living conditions, including constant noise. On Memorial Day in 1948, a sudden break in the nearby railroad embankment caused the Columbia River to rapidly flood and destroy the town.

Following the devastating Vanport flood, displaced residents faced severe housing shortages, with Black families experiencing systemic discrimination and being relegated to hazardous temporary housing on Swan Island. Efforts by survivors to seek legal recourse or establish non-discriminatory housing policies were blocked by government immunity laws and local resistance, ultimately leading to the overcrowding of Portland's segregated Albina neighborhood.

Following the devastating Vanport flood, a class action lawsuit against the government ruled that no agency was negligent, upholding sovereign immunity. In the decades that followed, discriminatory housing policies and redlining shaped Portland's demographics, leading to modern-day discussions on gentrification.
